Tunisia’s El Fahs Set to Host 75 MW Onshore Wind Farm Under Japan’s Carbon Credit Mechanism
El Fahs, located in the Zaghouan Governorate, is preparing to host a 75 MW onshore wind farm. In early July 2026, Japan approved this project under its Joint Crediting Mechanism (JCM), a carbon credit framework aligned with Article 6 of the Paris Agreement. On the Tunisian side, this mechanism is referred to as the MCC (Mécanisme de Crédits Carbone).
Key Players and Energy Supply
Two industrial partners are co-developing the site:
- Eurus Energy Holdings Corporation (Japan), which directly receives the subsidy.
- Scatec (Norway), its strategic partner.
The electricity generated will be sold on the local market through a Power Purchase Agreement (PPA) linking the future wind farm to the Tunisian Electricity and Gas Company (STEG).
Expanding Beyond Solar
Until now, Japan’s JCM had only financed solar energy projects in Tunisia. With El Fahs, wind energy is now added to this portfolio, joining four already committed photovoltaic projects.
From a climate perspective, the impact is already quantified: according to Japan’s Ministry of the Environment, the wind farm is expected to prevent the emission of approximately 88,367 tonnes of CO₂ annually.
A Growing Tunisian Portfolio
El Fahs complements an already robust list of renewable energy initiatives in Tunisia:
- The twin 50 MW photovoltaic plants in Tozeur and Sidi Bouzid have been operational since April 2026.
- A third 100 MW solar site is under construction in Sidi Bouzid.
- The 130 MW project in Gabès was approved in February 2026.
Globally, the JCM now federates over 300 projects across 32 partner countries, underscoring the continuous growth and reach of Japan’s carbon credit framework.
Strategic Implications for Tunisia
This fifth project reaffirms Tunisia’s status as a preferred destination for Japan’s JCM in the region. For local developers and SMEs active in electrical maintenance, the expansion of this solar and now wind energy portfolio represents a rich source of technical partnerships that is expected to become increasingly dense and collaborative.
