On Wednesday, June 11, 2025, Head of Government Sarra Zaafrani Zanzri chaired a ministerial council dedicated to examining the main lines of the 2026 finance bill and state budget, emphasizing the need for a break with conjunctural measures and the adoption of a strategic and sustainable vision.

This council, held at the Government Palace in Kasbah, is part of the preparations for the 2026 budget, which is expected to embody the country's public policies in line with the national economic and social program. The Head of Government stressed that priorities must exclusively stem from the sovereign will of the people, in coherence with the 2026-2030 development plan. The latter is based, among other things, on certain fiscal legislation revisions, social justice, and the relaunch of recruitment in the public sector, in accordance with the orientations of President of the Republic, Kaïs Saïed.

The 2026 finance bill will thus aim to consolidate the foundations of the state while ensuring a balance between economic growth and social justice. It will focus on improving fiscal equity, strengthening purchasing power, promoting economic development, and creating a favorable economic framework for relaunch.

The main orientations retained include:

  • Increased support for vulnerable social categories and low-income individuals
  • Development of the state's own resources through the fight against tax evasion and the integration of the parallel economy
  • Improvement of living conditions, social protection, and human capital valorization
  • Job creation and reduction of precarious work
  • Relaunch of public and private investment
  • Acceleration of the digital transformation of the administration for greater transparency and efficiency

The methodology adopted for the development of the 2026-2030 plan also provides for a participatory, bottom-up approach: development will be proposed at the local level, then consolidated at the regional and national levels.

Finally, the guiding principles of the future budget will include support for startups, social and solidarity economy enterprises, as well as those active in the green, blue, and circular economy. Specific measures will also be considered to simplify administrative formalities for Tunisians living abroad.
