Tunisian Customs Directorate Highlights Importance of Transparency in Trade through Binding Information Mechanism
The Tunisian Customs Directorate has recently highlighted the importance of transparency in trade through the Binding Information Mechanism (RC), a step forward in facilitating commercial exchanges, according to the new user guide "Binding Information Mechanism".
Objective of the Mechanism
This mechanism, which is part of the customs strategic plan, aims not only to fulfill its role as a partner to users but also its obligations under the WTO Agreement on Trade Facilitation, the Revised Kyoto Convention, and the ZLECAF.
Securing Import and Export Operations
The RC aims to secure import and export operations for operators regarding the declared tariff classification or origin. This initiative positions the Tunisian customs as a key player in facilitating and predicting external trade, providing legally binding decisions that secure commercial transactions and reduce customs clearance times.
Submitting a Request for Binding Information
The procedure for obtaining this information has been simplified through the customs' "e-services" portal, where requests can be submitted easily. This digital approach reflects Tunisia's commitment to digitalization and administrative efficiency.
Who Can Request Binding Information?
The applicant can be an importer, exporter, economic operator, their representative, or anyone with a valid reason who has requested a RC from the Tunisian Customs Directorate.
What Can Be Requested?
A request can be submitted for any import operation related to:
- Tariff classification of goods
- Determination of the origin of goods
When to Request Binding Information?
A request for Binding Information must be submitted prior to importation, before a transport title or firm order has been issued.
Using Binding Information in Customs Clearance
The use of RC during customs clearance is a clear process: the holder simply transmits the reference and electronic version of their RC to their declarant, allowing for transparent integration into customs declarations. If an economic operator has reservations about a delivered RC, they can request a review.
