The Problem with Quotas
The allocated quotas are too low and do not take into account the distance traveled, the duration of fishing trips, or the type of fishing practiced. A boat that fishes in deep waters consumes much more fuel than one that works near the coast. However, the circular does not make this distinction.
Consequences
As a result, some fishermen are reducing their fishing trips, while others are giving up on certain fishing areas, which are often more abundant in fish. The direct and immediate loss of income is repeated every season.
