Government Intervenes to Address Motorcycle Insurance Issues
The government aims to put an end to the difficulties faced by many motorcycle owners due to the refusal of certain insurance companies, particularly for engines above 50 cm³. New measures have been announced by the Minister of Finance, Michket Slama Khaldi, as part of the 2026-2030 development plan.
Objectives
The stated objective is twofold:
- Improve access to insurance for affected users
- Strengthen regulatory oversight of a sector marked by several dysfunctions
This reform comes in a context where several drivers are struggling to obtain coverage due to administrative constraints or refusal decisions from insurers.
Solution
In a written response to Deputy Gassen Yaamoun, the Minister specified that the solution involves strengthening the solidarity insurance system. This mechanism will be expanded to include motorcycles acquired before January 1, 2025, and circulating without a registration card, allowing them to benefit from coverage despite the lack of administrative regularization.
New Regulations
On the other hand, a stricter framework will be applied to vehicles acquired from this date onwards. The subscription to an insurance contract will now be conditional on the mandatory presentation of the registration card, in accordance with current legal provisions.
Dispute Resolution
Furthermore, the Minister indicated that insured individuals who are faced with a refusal of coverage or no response from an insurance company within 10 days can appeal to the Central Tarification Bureau. This organization will be responsible for setting the premium amount and imposing on the concerned company the obligation to insure the vehicle.
Centralization of Refusal Cases
Finally, refusal cases will be centralized by the Tunisian Federation of Insurance Companies (Ftusa). The federation will play a role in guiding files, directing them either to the Central Tarification Bureau for registered motorcycles or to the solidarity system for those without official registration.
