EU Ambassador Discusses Circular Mobility and Visa Procedures in Tunisia
During a press conference held on the eve of Europe Day, the European Union Ambassador to Tunisia, Giuseppe Perrone, discussed the concept of "circular mobility". This initiative aims to allow Tunisian workers to receive training in Tunisia, gain professional experience in Europe, and then return to their country with new skills.
Visa Procedures
Regarding visa issuance, Perrone reminded that it is the exclusive responsibility of EU member states. However, he noted that the EU is currently working on digitizing and accelerating consular procedures.
Partnership for Talents
Thierry Béranger, Head of the Trade Section at the European Delegation, detailed the functioning of the "Partnership for Talents" program. This European initiative aims to address labor shortages in certain sectors, such as tourism and hospitality.
Benefits and Challenges
According to European officials, several hundred, if not thousands, of Tunisians have already benefited from these professional mobility programs. However, they acknowledge that several obstacles persist, including:
- Recognition of diplomas
- Administrative burdens
- Insufficient dialogue with the private sector
Macro-Financial Assistance
Regarding the €900 million macro-financial assistance package included in the memorandum of understanding signed in 2023 between Tunisia and the European Union, Perrone confirmed that this envelope remains suspended due to the lack of an agreement between Tunisia and the International Monetary Fund.
Alternative Financial Support
The Ambassador did not rule out other forms of financial support through alternative mechanisms. He recalled that these funds take the form of loans with favorable conditions and are linked to guarantees of economic stability and implementation of reforms.
