Comparative Analysis of AI Approaches: A Key to Tunisia's Future Development
During his intervention at the ESENet Talent Fair 2025, Maher Lahmer, representative of the Facilis group and expert in technologies, former executive at Google and IBM, presented a comparative analysis of American, Chinese, and European approaches to artificial intelligence. He emphasized the need for Tunisia to benefit from these models to develop a solid national strategy, capable of supporting its economic sectors and future development.
International Approaches to Artificial Intelligence
Speaking at the 7th edition of the ESENet Talent Fair, held on November 26 at the La Manouba Technopole, Maher Lahmer delivered an in-depth analysis of major international approaches to artificial intelligence, highlighting the strategic dynamics that shape the global economy today. He explained that:
- The United States adopts a model based on a particularly favorable environment for technological innovation, thanks to strong interaction between the government and private enterprises.
- The American power in AI relies on massive support for research, regulatory agility, and the ability to finance ambitious projects, giving birth to a high-performance ecosystem dominated by digital giants.
- On the other hand, Europe is distinguished by a much more cautious approach, marked by strict regulation and a priority focus on protecting data and citizens' rights.
- While this positioning is ethical and protective, it limits the speed of technological advances compared to the American and Chinese models.
- China, meanwhile, adopts a centralized and voluntarist strategy, supporting AI as a major pillar of its international competitiveness through significant public and private investments.
A Call to Action for Tunisia
Based on this comparison, Maher Lahmer invited Tunisia to intelligently draw inspiration from these three models to build its own path, adapted to its economic and institutional realities. He emphasized that the country would benefit from adopting:

- China's long-term vision
- European ethical rigor
to modernize its economic sectors, strengthen productivity, and ensure a sustainable future based on digital technology. According to him, AI represents a major strategic opportunity that Tunisia must approach with ambition, coordination, and investment.
