Starlink Under Pressure in Senegal Suspension of Its License Raises Concerns Over Internet Access in Rural Areas

Starlink’s Operations in Senegal Halted by Supreme Court Ruling

Starlink’s business in Senegal has been significantly disrupted by a recent judicial decision. On September 7, 2026, the Supreme Court ordered the provisional suspension of the authorization granted to the operator to provide fixed satellite internet access services in the country.

Legal Challenge by Sonatel

This ruling follows a legal challenge filed by Sonatel, a major Senegalese telecommunications company, which contested the conditions under which Starlink’s operating license was issued. The suspension is temporary, as the Court must still issue a final ruling on the merits of the case.

The legal dispute arises just months after Starlink’s commercial launch in Senegal in February 2026. At the time of its launch, the operator offered monthly subscriptions ranging from 22,000 to 30,000 FCFA, with terminal hardware priced between 117,000 and 146,000 FCFA depending on the model.

Concerns for Rural Connectivity

The case has also raised concerns regarding rural areas and regions with limited terrestrial network coverage. The Front Against High Connection Costs (F4C) opposed the suspension in a statement released on September 26. The collective argues that satellite solutions can serve as a vital alternative for populations and economic activities located far from traditional infrastructure.

Specifically, the F4C highlighted the Senegalese government’s project to acquire 5,000 Starlink kits, intended primarily for "white zones" (uncovered areas), schools, local authorities, and community Wi-Fi networks.

A Competitive Satellite Market

It is worth noting that Senegal’s satellite internet market is not limited to Starlink. Sonatel had launched its own satellite offerings in December 2025, in partnership with Eutelsat/Konnect.

Current Status

As of the time of writing, Starlink’s website still allows users to view and subscribe to offers designated for Senegal. However, the judicial suspension remains in effect pending the Supreme Court’s final decision.
