Exceptional Recruitment Mechanism for Unemployed Graduates in Tunisia

The Tunisian state has established an exceptional mechanism to recruit graduates of higher education who have been unemployed for several years in the public sector and civil service. This measure aims to provide a direct response to the persistent problem of long-term unemployment among graduates, particularly the older and socially vulnerable ones.

Legal Framework

This mechanism is provided for by Law No. 18 of 2025, dated December 22, 2025, published in the Official Journal of the Republic of Tunisia (JORT) and entered into force immediately after its publication. The text was adopted by the Assembly of People's Representatives and promulgated by the President of the Republic, Kaïs Saïed.

Recruitment Process

Concretely, the law provides for an exceptional recruitment by file in the various public structures of the state, under the supervision of the Ministry of Employment and Vocational Training. A dedicated digital platform will be created to centralize applications and data from the concerned graduates.

Eligibility Criteria

Candidates will be classified according to precise and hierarchical criteria. Priority will be given to:

  • Graduates over 40 years old
  • Those who obtained their diploma more than ten years ago
  • Only one member per family without age condition
  • People in a fragile social situation This approach aims to establish a differentiated treatment based on equity rather than solely on academic seniority.

Eligibility Conditions

To be eligible, candidates must:

  • Be registered with the employment offices
  • Not have benefited from previous professional regularization measures
  • Not be continuously affiliated with retirement and social security regimes
  • Not have had a tax identifier during the year preceding registration on the platform
  • Not have contracted a loan of more than 40,000 dinars from financial or banking institutions

Recruitment Schedule

The recruitment will be done progressively, in successive waves, over a maximum period of three years from the entry into force of the law. Vacant positions will be filled taking into account the balance between the different specialties and the real needs of the public administrations. Recruits will also have to go through a qualification and adaptation phase depending on the position or function assigned to them.

Data Update

The data of candidates registered on the platform will be updated once a year, to ensure the transparency of the process and the updating of individual situations.
