International Funds-Financed Projects on Hold, Minister Admits

Several projects financed by international funds are currently on hold, a worrying situation acknowledged by the Minister of Economy and Planning, Samir Abdelhafidh. According to him, these delays in project implementation result in significant costs for the State, both financially and in terms of development opportunities.

To address this issue, the government has recently introduced Circular No. 27, aimed at unlocking stalled public projects. This circular provides for several measures, including the preparation of a dossier for each delayed project to avoid penalty-related delays.

Despite a significant budget allocation for 2025, the Minister acknowledges that the 3.2% growth target appears difficult to achieve, given the current challenges. The lack of adequate project preparation is often cited as the main cause of the blockages encountered.

Finally, the circular proposes to review execution contracts, exempting from penalties those responsible for delays that cannot be attributed to them. These reforms aim to relaunch ongoing projects and create a conducive environment for future investments.
