Tunisian Parliament Adopts Overhaul of Traffic Offenses and Fines
The Assembly of People's Representatives (ARP) has adopted Article 45 of the 2025 Finance Bill, marking a significant overhaul of the traffic offense regime and associated fines.
This text amends paragraphs 2 and 3 of Article 83 of the Highway Code, introducing a new classification structure and revised fine amounts.
From now on, traffic offenses are categorized into three groups, each corresponding to a standardized fine:
- 20 dinars for first-category offenses
- 40 dinars for second-category offenses
- 60 dinars for third-category offenses
The distribution of offenses into these three categories will be specified in a forthcoming decree.
Previously, the Highway Code provided for five categories of offenses, with escalating fines:
- 6 dinars for first-category offenses
- 10 dinars for second-category offenses
- 20 dinars for third-category offenses
- 40 dinars for fourth-category offenses
- 60 dinars for fifth-category offenses
This revision aims to simplify the classification of offenses and standardize penalties. It also introduces a significant increase in fines for certain categories of offenses, in a logic of reinforced deterrence and modernization of the legal framework.
