Digitalization of Tunisian Customs: Mandatory Use of Digital Services Starting June 1, 2025

As of June 1, 2025, Tunisians residing abroad and returning to Tunisia by boat will be required to use the Tunisian customs' digital services to avoid any blockage at the port. The use of mobile applications will become mandatory to obtain circulation authorization (FCR) and declare imported goods.

These procedures must be completed before boarding at www.douane.gov.tn or through the mobile applications "Rokhsati" for vehicle circulation and "Amti3ati" for personal effects declaration. Once the forms are filled out, a QR code is produced. This code will be scanned on board the ship by a customs officer. In case of compliance, the authorization is immediately delivered.

The Smart Gate application, already integrated into the "Smart Traveller" platform, complements this system. By entering passport and vehicle data, the traveler obtains a unique QR code that facilitates customs clearance.

As a reminder, Smart Gate is the e-services version of the Smart Traveller mobile application, launched on December 6, 2019, on the occasion of the 63rd anniversary of the Tunisian Customs. This application, available in three languages, provides information on customs rules applicable upon arrival, stay, and departure from Tunisia. It also offers several practical features: location of the nearest customs office, estimation of vehicle taxes, and remote submission of requests.

This free application was funded by the Federal Republic of Germany, as part of the program to support the Tunisian government for integrated border management, with the International Centre for Migration Policy Development (ICMPD).

These solutions aim to reduce waiting times on board to less than 7 minutes, especially for travelers carrying little luggage or no goods requiring special permits. An application for currency declaration is also being tested, with a launch soon.

The Tunisian Customs emphasizes: no paper authorization will be accepted after June 1. Only digital procedures will allow avoiding delays, with the goal of transitioning to 100% digital management, faster, more transparent, and more comfortable for travelers.
