Supreme Administrative and Financial Supervisory Authority Reports Irregularities in Public Structures
In its 29th report for 2023, the Supreme Administrative and Financial Supervisory Authority confirmed a number of irregularities in the management of social funds in several public structures, including the Housing Agency, the National Tobacco Agency, the National Pension and Social Security Fund, and the Tunisian Navigation Company.
The 29th report of the High Committee for Administrative and Financial Control (HCCAF) highlighted infringements and irregularities in certain state organizations, such as the Housing Agency, the National Tobacco and Matches Board, the National Retirement and Social Welfare Fund, and the Tunisian Navigation Company.
These irregularities were mainly due to the granting of significant financial aid to their collaborators at the expense of the budget, without legal authorization.
The Authority called for the need to establish a framework for the management of social funds, which defines the legal framework for its activity, the financing modalities, and the inventory of benefits attributed to it.
The Authority also emphasized the need to ensure the recovery of loans granted by these funds and that the public structure's budget should not finance any particular advantage, even exceptionally.
The Supreme Administrative and Financial Supervisory Authority estimated that the preparation of a procedures manual in this area was a necessary obligation to respect the principles of transparency and equity among the beneficiaries of these funds' services.
