Khadijetou El Heda Participates in "Wings Growth Boost" Webinar on Digital Partnerships for a Competitive Africa

Khadijetou El Heda, Director of Administrative Modernization at the Ministry of Digital Transformation and Administrative Modernization in Mauritania, participated in the "Wings Growth Boost" webinar organized by Managers, as part of the WING4Africa program, supported by the Qawafel project funded by the French Development Agency (AFD) and implemented by Expertise France. The webinar took place on Friday, March 14, 2025, and focused on partnerships for a competitive digital Africa.

During her intervention, Khadijetou highlighted the importance of solid partnerships to boost digital competitiveness in Africa. She shared initiatives implemented in Mauritania to foster innovation and growth through collaboration, infrastructure improvement, and pan-African regulation. She particularly mentioned the implementation of digitalization in the public sector adopted by the Mauritanian government. This digital transformation aims to reach the administration and enable the ministry to optimize and digitize its processes, thereby improving service quality. These efforts are supervised by a technical committee chaired by the Ministry of Digital Transformation and a steering committee chaired by the Prime Minister.

A complaint management system has also been set up to guide public policies in favor of citizens. Furthermore, a portal gathering over 1100 administrative formalities has been created to inform citizens about administrative procedures. The implementation of an electronic system is also underway.

Khadijetou also presented the digital platform "KHADAMATI", recently launched by the Mauritanian government. This promising initiative aims to facilitate access to administrative services for citizens and strengthen the digitalization of public procedures. Designed to centralize requests and grievances, this platform aims to improve transparency and responsiveness in the administration. However, she emphasized that the success of "KHADAMATI" will depend on the state's ability to ensure effective treatment of requests, mobilize necessary resources, and guarantee accessibility, particularly for rural populations facing the digital divide. Despite these challenges, "KHADAMATI" marks a significant step towards modernizing public services in Mauritania.
