Tunisia's National Photovoltaic Energy Chamber Presents Recommendations to Boost Energy Transition
The National Photovoltaic Energy Chamber, a structure affiliated with the Tunisian Union of Industry, Commerce, and Crafts (UTICA), presented a series of recommendations to the Ministry of Industry, Mines, and Energy on July 27, 2026, to accelerate Tunisia's energy transition. The meeting, held at the ministry's headquarters, brought together public officials and private sector actors.
Streamlining Procedures and Increasing Fiscal Incentives
Among the demands presented by the Chamber are:
- The complete digitalization of authorization procedures to reduce delays deemed too long
- Enhanced support for project holders under authorization or concession regimes
- Fiscal incentives, including the exemption of solar panels, inverters, and batteries from customs duties and VAT, which is expected to significantly reduce the cost of investments in solar energy
"Energy Citizenship" Program and Grid Injection
Another key aspect of the proposal is the "Energy Citizenship" program, aimed at low-consumption STEG subscribers. The ambitious goal is to equip one million families with solar energy systems over five years, adding 600 megawatts of capacity. The Chamber also advocates for:
- The removal of the 30% cap on excess electricity injected into the grid
- A revision of the purchase tariff, currently set at 80 millimes per kilowatt-hour
A Signal to Attract Investors
If these proposals are adopted, they would create a more attractive framework for photovoltaic operators and industries considering self-consumption. The removal of surtaxes on equipment, combined with a more attractive purchase tariff, would reduce the return on investment period, a key factor in convincing investors and entrepreneurs to accelerate their projects in a sector penalized by regulatory uncertainty.
