Tunisia's Budget Deficit Estimated at 10 Billion Dinars in 2024, a 6% Decrease from 2023

According to provisional indicators published by the Ministry of Finance, Tunisia's budget deficit is estimated to reach approximately 10 billion dinars in 2024, marking a slight decrease of 6% compared to 2023, when it stood at 11.4 billion dinars.

This improvement can be attributed to a more sustained growth rate of budget revenues compared to expenditures.

Budget revenues experienced an 8.7% increase, rising from 43.2 billion in December 2023 to 47 billion dinars in December 2024. This growth is driven by a 9.7% increase in tax revenues, reaching 41.7 billion dinars, as well as a 3.3% increase in non-tax revenues, totaling 4.6 billion dinars.

On the other hand, expenditures increased by 4.6%, reaching 56.4 billion dinars by the end of 2024, compared to approximately 54 billion dinars a year earlier.

This increase is largely explained by the 2.6% growth in salary expenditures (22.2 billion dinars compared to 21.7 billion), a 4% increase in intervention expenditures, a 7.8% increase in interest charges on debt (6.2 billion dinars), as well as a 7.4% increase in investment expenditures (6 billion dinars).

Treasury resources also recorded a 10% growth, rising from 26.1 billion dinars to 28.8 billion dinars, thanks to increased recourse to domestic borrowing, which accounted for 23.2 billion dinars.

These resources were primarily mobilized to repay the principal of the debt, amounting to 64.3% (18.5 billion dinars), and to cover the budget deficit, amounting to 32.7% (9.4 billion dinars).

Finally, the public debt stock stood at 81.2% of GDP in 2024, compared to 84.6% in 2023.
