New Social Housing Program Launched in Tunisia
Minister of Equipment Announces Initiative to Increase Home Ownership
The Minister of Equipment, Salah Zouari, announced on Monday, October 27, the launch of a new social housing program based on the principle of rent-to-own, as part of the 2026 finance bill. This mechanism will enable many employees, especially those with modest incomes, to access ownership after a period of renting.
Key Features of the Program
- The state has allocated an initial budget of 25 million dinars to launch the program, which is expected to increase as work progresses.
- The land for construction is already available and will be transferred for a symbolic dinar, facilitating the rapid start of the project.
- The rent-to-own system is based on a simple principle: the tenant pays a monthly rent, part of which will be deducted from the total price of the housing. At the end of the agreed period, the property becomes theirs.
Objectives of the Program
- The initiative aims to provide a concrete solution to the housing crisis, particularly for workers earning the minimum guaranteed wage.
- The first phase of the program plans to build 1,000 housing units from 2026, distributed across several governorates, with priority given to low-income employees.
- The minister affirmed the government's intention to gradually extend the project to all regions to meet the growing demand for affordable housing.
Benefits for Low-Income Families
- The program offers a unique opportunity for low-income families to own their homes, improving their living conditions and social stability.
- By providing affordable housing options, the government aims to reduce the burden of housing costs on low-income households, allowing them to allocate more resources to other essential needs.
