The Italian government has announced its three-year migration plan, Decreto Flussi 2026-2028, allocating 43,300 non-seasonal work permits for this year. This decision targets labor shortages in essential sectors such as industry, logistics, construction, hospitality, and home care.

A Diversified and Provincial Quota

The Directive Note No. 531, published on February 19 after being drafted on February 16, details the allocation:

  • 25,000 visas for workers from 40 partner countries, including Albania, Morocco, India, and the Philippines
  • 18,000 spots reserved for future migration cooperation agreements
  • 300 visas for stateless individuals and refugees recognized by the UN The permits are allocated province by province, with possible redistribution of unused quotas after 50 days.

Competitive Online Procedure

Applications took place on February 16 through a "click-day" on the ALI portal. Once the nulla osta (work authorization) is obtained, winners have six months to apply for a consular visa, and then eight days after arrival to request a residence permit. Provincial processing times vary from two to six months.

Tunisia in the Running, but Not Yet Listed

Tunisia is not excluded: it could benefit from the 25,000 visas for partner countries, alongside Morocco. However, two conditions must be met – a bilateral migration agreement or official inclusion in the list, plus a successful application meeting Italian requirements (contract, experience). No confirmation currently indicates Tunisia's presence among the 40 countries; however, past agreements have opened up regular channels for Tunisian workers.
