The joint session between the Assembly of People's Representatives and the National Council of Regions and Districts resumed on Monday, November 17, 2025, to discuss the mission of higher education and scientific research in the 2026 state budget project, in the presence of the Minister of Higher Education, Mondher Belaid, and the presidents of the two chambers.

Discussion and Priorities

This discussion is part of the budgetary process launched for 2026 and gives central place to the reform of the university system. The minister recalled that the department's priority is to improve the employability of graduates by modernizing training and strengthening key sectors. He emphasized that this strategy is based on the implementation of courses adapted to new economic needs and the evolution of the labor market.

Announced Measures

Among the announced measures is the creation of new specialized institutions in paramedical training, a field frozen since 2011 and now reopened due to strong demand in this important sector. The minister also highlighted the "student entrepreneur" program, aimed at encouraging innovation and transforming the university into a space conducive to creative projects and ideas with economic potential.

Preparations for the Higher Education Council

As part of the preparations for the entry into function of the Higher Education Council, the ministry has finalized several legislative and regulatory texts, including a bill dedicated to higher education. Regarding the recruitment competitions for doctors, the minister specified that 1,350 positions were opened for 2025 and an equivalent number will be launched in 2026, in a logic of transparency and equal opportunities.

Scientific Research Orientations

The minister also presented the main orientations in terms of scientific research. The budget for research will increase from 183 million dinars in 2025 to 215 million in 2026. The goal is to adapt the national research system to technological mutations, climate, economic, and social challenges. This increase in power is illustrated, in particular, by the creation of 50 new laboratories distributed in different regions, specializing in the environment, territory, or applied innovation. Research networks and excellence centers will be established to strengthen cooperation between researchers and enhance Tunisian expertise.
