The Tunisian Order of Chartered Accountants Expresses Opposition to the Draft Law on Tax Advisory Profession

The Tunisian Order of Chartered Accountants has expressed its strong opposition to the draft law aimed at regulating the tax advisory profession at the People's Representatives Assembly. In a statement issued on June 12, 2025, the Order criticizes the content of the proposed text and demands its retraction.

The declaration comes after a national council meeting of the Order, convened following consultations between the parliament's legislation committee and representatives of the government, including the presidency of the government, the Ministry of Finance, and the Ministry of Justice.

The Order denounces the exclusive nature of the draft law, which attributes tax services solely to tax advisors, disregarding the diversity of professionals in this field. It considers this approach to create unjustified exclusion and ignores the reality on the ground.

Furthermore, the Order warns against the negative economic and institutional repercussions of this project on the concerned structures. It deplores the support of the presidency of the government and the Ministry of Finance for the text, despite the conclusions of a 2015 study by the Ministry of Finance, which advocated for a comprehensive and inclusive reform of the accounting profession.

The national council recalls that accounting is a global scientific discipline and that it is unacceptable to isolate one component to the detriment of the entire sector. It calls on chartered accountants to unite against what it considers an attempt to fragment the profession.

Finally, the Order affirms that its national council remains in permanent session and reiterates its determination to defend the profession by all legitimate means.
