Presidential Decree No. 4 of 2024 Establishes Special Social Protection Regime for Female Agricultural Workers in Tunisia

Published in the Official Journal on October 23, 2024, Presidential Decree No. 4 of 2024 introduces a special social protection regime for female agricultural workers in Tunisia.

This new legislation aims to strengthen the economic integration of women working in the agricultural sector, while providing them with comprehensive social coverage, including health insurance, old-age pensions, death benefits, and protection against occupational hazards.

Key Measures of the Decree

The decree establishes a special regime that guarantees female agricultural workers, whether salaried or not, a range of social benefits. These benefits include health insurance, old-age and disability pensions, and death benefits for survivors. It also covers work-related accident risks and provides social security measures.

Female agricultural workers will also receive support for economic integration, including training, qualification, and accompaniment programs, funded by the "Fund for the Social Protection of Female Agricultural Workers".

This fund covers the costs of these programs, enabling beneficiaries to improve their skills and integrate more effectively into professional life.

Support for Project Creation

The decree also emphasizes the creation of agricultural projects. Women working on family farms or managing their own agricultural projects can benefit from financial assistance to launch and develop their activities. These aids are primarily funded by the Fund for the Social Protection of Female Agricultural Workers.

Workers can also benefit from specific training and business creation support. The National Agency for Employment and Independent Work is responsible for organizing training and accompanying beneficiaries in setting up their projects.

Financing and Management of the Regime

The financing of this new regime will be ensured by the Fund for Social Protection, and the management of benefits will be entrusted to the National Social Security Fund (CNSS). Female agricultural workers, whether permanently or seasonally employed, must register with the CNSS to benefit from these advantages.

To support this measure, the State will cover social security contributions for female workers during the first three years following the start of their activity.
