State Recruitment on the Rise: A Shift in Trend for 2025
It is well-known that the state has stopped recruiting new personnel. Recruitment efforts have been concentrated in a few priority areas, such as healthcare, with new residents and graduates from specialized schools. However, it appears that this trend will not continue in 2025.
The authorized personnel count for ministries, including their central and regional services, and public establishments with budgets attached to the state budget for 2024, was 656,961 agents. This number will increase to 663,757 in the coming year, representing a net gain of 6,796 people, a significant increase.
There is, in a way, a reversal of trend. The Ministry of National Defense will see an increase of 2,262 agents, bringing the total to 103,678 people. The Ministry of Education will also experience a rise of 1,948 agents, reaching a total of 204,574 people. Additionally, the non-distributed staff will double to 12,000 agents.
In total, the missions directly involved in vital services, namely the Interior, Defense, Education, and Health, will account for 485,875 civil servants, or 73.2% of the total workforce. This is why reducing the total number of personnel will directly impact the quality of public services, which are already under criticism. This can only be done gradually and within limits.
However, this is only a ceiling for the authorized number, which may not necessarily be reached. The same applies to the current exercise. We do not have a clear idea of the final workforce, which means that the coherence of our analysis remains dependent on real statistics.
