Elyssa-RTGS: Tunisia's Real-Time Gross Settlement System
Elyssa-RTGS is the real-time gross settlement system of the Central Bank of Tunisia, conforming to international standards. Launched in 2022 as part of the modernization of market infrastructure and the development strategy of the payment ecosystem, it constitutes a technically significant platform dedicated to settling operations and compensation balances.

- Direct debits
- Checks
- Bills of exchange
- Card and electronic wallet payments
- Large-value payments are settled through Elyssa-RTGS. The system also integrates a collateral management feature, enabling delivery-versus-payment operations and tracking eligible guarantees in refinancing operations.
Performance and Growth
As of late September 2025, the total settled volume reached 4,565.6 billion dinars, representing a 42.5% increase compared to the same period in 2024. The number of transactions rose to 318,774, driven not only by participating banks but also by Central Bank of Tunisia (BCT) operations, particularly in the implementation of monetary policy.
Future Developments
Among ongoing projects is the extension of the system to foreign currency operations, which would enhance the quality and reliability of international financial transactions. This development could also serve as a cornerstone for the application of the provisions of the new Exchange Code, whose promulgation is still awaited.
