Morocco Aims to Leverage Artificial Intelligence as a Strategic Growth and Modernization Lever

Morocco intends to exploit artificial intelligence (AI) as a strategic lever for growth and modernization of the state. To achieve this, the kingdom is massively investing in digital infrastructure, training young people, and international partnerships. In parallel, it is establishing a robust legislative framework to ensure the security, trust, and efficiency of the digital sector.

Legislative Reform

The legislative reform is embodied in the future framework law "Digital X.0", currently under review by the government's general secretariat. This law constitutes the legal foundation for a structured digital governance. It sets the principles for data protection, digital identity, and interoperability between public services and private actors, while framing the use of AI in public and private spheres. The entire initiative is part of the national roadmap "Maroc Digital 2030", which aims to make the kingdom a regional digital hub and a competitive player in artificial intelligence.

Infrastructure, Governance, and Training

The framework law is based on three key axes: data governance, digital identity, and interoperability. It regulates the circulation of information in accordance with Law 09-08 on the protection of personal data. The sectoral digital identity it introduces limits access to data to what is strictly necessary, while interoperability relies on the explicit and traceable consent of users. Cybersecurity, a transversal pillar of the system, aims to establish a climate of digital trust without hindering innovation.

Investment in Digital Infrastructure

In parallel, Morocco is investing in cutting-edge digital infrastructure, including data centers in Dakhla, Ben Guérir, and Rabat, powered by more than 70% renewable energy. On the human side, the "Maroc Digital 2030" strategy aims to train 200,000 young people in digital skills and artificial intelligence, to build a pool of talent capable of accompanying the technological transition.

International Partnerships

The kingdom is also strengthening its international partnerships. A strategic agreement has been signed with the French start-up Mistral AI, to create a laboratory dedicated to multilingual language models covering Arabic, Amazigh, and African languages. This partnership illustrates Morocco's willingness to anchor contextualized and inclusive AI.

With the framework law "Digital X.0", Morocco aspires to consolidate its digital sovereignty, structure a competitive ecosystem of artificial intelligence, and promote responsible innovation. This approach, articulated around training, regulation, and research, reflects the vision of a country that is betting on technology to modernize its administration, stimulate its economy, and assert itself as a leading digital player on the African continent.
