Morocco: A Promising Destination for Mining Investment in Africa

According to the Fraser Institute, Morocco is one of the most attractive destinations in Africa for mining investment, boasting significant reserves of copper, cobalt, and phosphates. The sector represents between 8% and 10% of the country's GDP.

Since early February, public consultations have been underway to reform the mining code, which has been in effect since 2015. The project aims to enhance the country's attractiveness by introducing the digitization of mining titles through a national online cadastre. It also provides for an additional three-year renewal of research permits and the possibility of subcontracting certain exploration activities.

The goal is to improve governance, transparency, and access to information, while simplifying exploration and exploitation procedures. However, some stakeholders, including small and medium-sized operators, believe that further improvements are necessary, such as allowing the creation of value-added units without a mining permit. Proposals can be submitted until February 15, 2025, the closing date for consultations.
