Head of Government Presides Over Restricted Ministerial Council to Simplify and Digitize Administrative Procedures

On Saturday, November 30, 2024, the Head of Government, Kamel Madouri, chaired a restricted ministerial council at the Government Palace in Kasbah. The objective was to examine a set of proposals and measures aimed at implementing a practical program to simplify and digitize administrative procedures.

During the opening session, the Head of Government emphasized that this initiative is in line with the directives given by the President of the Republic, Kaïs Saïed, to facilitate citizens' and investors' access to public services. This step is a key milestone in achieving digital transformation, which also represents an opportunity to stimulate investments and boost the economy. This process is also an important means to prevent and combat corruption.

He stressed the need to accelerate the implementation of online services within the framework of interconnection between ministries and public structures, ensuring that citizens are not solicited to provide documents or information already held by the administration. High-demand and high-value-added services for citizens and investors were highlighted to facilitate transactions and strengthen public trust.

The Head of Government also recalled the importance of establishing a unified and effective governance for all major digital projects, with clear timelines and accelerated actions, particularly for services related to civil status, customs, health insurance, and municipal services.

Concrete actions were proposed to achieve the objectives of developing the digital economy, promoting innovation, and supporting entrepreneurship.

During the meeting, several important measures were adopted, including:

  • The creation of a preliminary list of documents that the administration will no longer request from citizens, as they are already held by various public entities, and their publication in a regulatory text in the shortest possible time.
  • The complete revision of the signature certification service and the gradual elimination of the need to certify the conformity of original documents.
  • The establishment of a unified national portal for access to sectoral administrative services.
  • The digitization of electronic payment procedures for administration users, as well as the digitization of administrative documents for civil servants.
  • The extension of the use of the consular services portal to include a maximum of services requested by Tunisians abroad.
  • Encouraging local startups to offer innovative solutions to improve digital services for the administration.
  • The introduction of a system for tracking indicators and decision-making support, with dashboards for each ministry and the government presidency to monitor the progress of service digitization.
  • The elimination of certain administrative licenses and their replacement with specifications, as well as the reduction of processing times for administrative services, by revising the 2018 decree on economic activities subject to authorization and administrative licenses.
  • The adaptation of the regulatory framework for public procurement to the specificities of the digital sector.
