European Bank for Reconstruction and Development Appoints First Director for Senegal
The European Bank for Reconstruction and Development (EBRD) has announced the appointment of Khalil Dinguizli as its first director for Senegal, a country that joined the international financial institution in 2025 as a member and country of operations. Based in Dakar, he will be responsible for leading the establishment and development of EBRD activities in the territory, under the supervision of Heike Harmgart, Director General for Sub-Saharan Africa.
Strategic Expansion into Sub-Saharan Africa
This decision follows the amendments approved at the EBRD's annual meeting in 2023 in Samarkand, which paved the way for the expansion of its scope into Sub-Saharan Africa and Iraq. For the institution, this is a strategic step to support economic transition and private investment in a region with high potential.
About Khalil Dinguizli
Dinguizli, who holds both Tunisian and French nationality, joined the EBRD in 2014 in Tunisia, where he led investment projects for the private sector before becoming interim head of the Tunisian office in 2020. He was then appointed head of the Lebanon office in 2021, a role that involved supporting the private sector and coordinating dialogue with authorities and international partners in a challenging economic context.
Prior to his career at the EBRD, Dinguizli worked for ten years in investment banking at Crédit Agricole CIB in Paris. A graduate in finance from IHEC Carthage in Tunisia and ESCP Business School in Paris, he brings recognized expertise in investment and financing.
EBRD's Investment and Objectives
Since its creation in 1991, the EBRD has invested over €215 billion in 42 emerging economies, with 79% of investments going to the private sector. The institution aims to support a transition to more green, inclusive, and digital economic models, an ambition it now plans to extend to Senegal and Sub-Saharan Africa.
