"Business is Transparency"
Mohammed Adel Chouari, Director General of the National Register of Enterprises (RNE), summarized the philosophy guiding the institution's actions today: "Business is transparency." During a conference-debate organized by the Tunisian Federation of Newspaper Directors on April 17, 2025, in Tunis, he presented the register's progress and upcoming projects in a context where economic confidence increasingly relies on traceability and clarity of legal information.
A New Era for the National Register of Enterprises
Created in 2018 under the auspices of the Presidency of the Government, the RNE succeeded an old system inherited from the Ministry of Justice. Today, it is responsible for registering companies, managing statutory changes, radiations, and assigning the unique SIRET number, now essential for any administrative or fiscal procedure.
Digitalization: A Major Turning Point
One of the RNE's major milestones is its digitalization strategy. The institution has dematerialized several services, including the legal creation of companies (individual, SARL, or SA) and online filing of financial statements. The latter is considered one of the most structuring projects, as it facilitates exchanges between companies and the administration while improving financial transparency. In this logic, the "Moubader" platform was launched in September 2024 to legally frame self-employed individuals, offering them official recognition and social coverage. This device concerns an estimated population of 1.2 million people, including domestic workers and delivery personnel. To date, over 65,000 companies have already filed their financial statements online.
Upcoming Projects
Two major projects will soon see the light of day. From September 2025, RNE Corporate will offer companies a secure digital safe, equipped with an electronic key, to centralize all their legal documents. In 2026, the DATA deposit, an analytical version of the financial statement filing, will allow for automated processing of accounting data, simplifying and increasing transparency.
Legal Obligations and Sanctions
Mohammed Adel Chouari reminded attendees that registration with the RNE is a legal obligation. Every company must declare its modifications (headquarters, directors, etc.) within a month, under penalty of fines up to 10,000 TND. In case of false declaration, sanctions can reach 5 years of imprisonment and 50,000 TND in fines. The RNE ensures a high level of data security through encryption and centralized publication via its official journal.
Global Recognition
Another notable fact is the organization of the upcoming World Forum of Trade Registers, to be held in Tunisia on October 9 and 10, 2025. This event will bring together representatives from 75 countries, confirming Tunisia's place in international efforts to modernize economic infrastructure.
