German Embassy in Tunis Announces Call for Proposals for "Development Fund for All 2025"

The German Embassy in Tunis announced today, February 26, the opening of the call for proposals for the "Development Fund for All 2025". This program aims to finance associative projects in Tunisia, targeting organizations of civil society engaged in social actions.

Within the framework of German-Tunisian cooperation, this annual fund is designed to support initiatives that improve the living conditions of the most vulnerable populations. Associations can apply for funding for the acquisition of equipment, construction work, or the development of social facilities.

It is worth noting that the funded projects must be of general interest and have an immediate impact on the population. To ensure the effectiveness of the initiatives, the embassy plans to conduct on-site evaluations and administrative checks throughout the implementation process.

Concrete Projects and Defined Framework

For 2025, projects must be implemented between July and December, with a maximum duration of six months. Subject to budget availability, some projects may be funded for a shorter period of three months. In all cases, they must be completed before December 31, 2025.

Selected initiatives must fall within specific themes: gender equality, environmental protection, renewable energy, education, vocational training, infrastructure, health, sanitation, job creation, and income improvement.

Strict Eligibility Criteria

Only non-profit associations based in Tunisia can submit a proposal. The allocated budget must not exceed €25,000, and each project must correspond to at least one of the 17 Sustainable Development Goals (SDGs) adopted by the United Nations in 2015. Moreover, direct and measurable impact on the population is a determining criterion for selection.

Certain categories of projects are excluded, including those with an individual, family, religious, military, or private enterprise character. Recurrent costs such as salaries or administrative expenses cannot be covered.

It is also worth noting that interested associations must submit their proposal before April 4, 2025, at 23:59.

Proposals will be evaluated according to criteria of relevance, sustainability, impact, gender approach, and innovation, with a total of 100 points attributed.
