Decline in International Recruitment of Tunisian Skills

The number of Tunisian skills recruited internationally has recorded a significant decline in 2025. According to data published by the Tunisian Agency for Technical Cooperation (ATCT), 2,902 Tunisians were recruited abroad, compared to 3,650 in 2024. However, foreign demand for Tunisian skills remains strong, particularly in certain countries and strategic sectors.

Germany Leads in Recruitment

Germany tops the list of destinations for Tunisian skills in 2025, with 647 recruitments. It is followed by Saudi Arabia (358), Canada (339), and France (331). The Sultanate of Oman also attracts a significant number of Tunisian executives (300), ahead of Qatar (183) and Italy (139). This distribution confirms the geographical diversity of opportunities, between Europe, North America, and Arab countries.

Most In-Demand Sector

In terms of sector, health remains the primary provider of recruitments. In 2025, 1,244 medical and paramedical staff were seconded abroad, representing 43% of the total. The education sector comes in second with 620 recruitments (21%), followed by administration (214), cultural and sports sectors (192), industry (180), and tourism and services (156).

Nearly 27,500 Tunisian Cooperants Abroad

According to the same source, 27,486 Tunisian cooperants and experts are currently posted abroad. Arab countries account for 52% of these personnel, followed by Europe (31%) and Canada (13%). Additionally, as part of South-South and triangular cooperation, 22 Tunisian experts were mobilized in 2025 in various fields such as agriculture, irrigation, fishing, and export promotion. These missions benefited several African and Arab countries, including Chad, Guinea, Jordan, and the Sultanate of Oman.
