Albanian Prime Minister Unveils Plan for AI-Powered Parliamentary Assistants
The Albanian Prime Minister, Edi Rama, made a surprise announcement at the Berlin Global Dialogue, revealing that Diella, the virtual minister of artificial intelligence, would be "giving birth" to 83 digital assistants designed to support the country's members of parliament.
Who is Diella?
Diella, which means "sun" in Albanian, is an artificial intelligence integrated into the government since September 2025. Developed as part of the e-Albania program, she officially holds the position of Minister of State for Artificial Intelligence, making her the first AI in the world to be part of a government cabinet, according to Reuters.
The Role of the Digital Assistants
The Prime Minister explained that these "children" would be personalized digital assistants capable of:
- Recording parliamentary discussions
- Informing absent participants
- Summarizing debates The project, named DLA, is expected to be operational by 2026, with the goal of strengthening transparency and combating corruption, particularly in public procurement, a sensitive area in Albania.
A Broader Strategy for Modernization
This initiative is part of a larger strategy to modernize the administration and improve governance through AI. Diella has already contributed to automating certain administrative tasks and monitoring public procurement processes.
Ethical and Political Questions
However, this announcement raises several ethical and political questions, including:
- How to ensure the accountability and transparency of decisions made with the help of AI?
- How far can government missions be entrusted to a non-human entity? These questions highlight the need for careful consideration and regulation of the use of AI in government decision-making processes.
