Epsy Campbell Barr Highlights Costa Rica's Leadership in Climate Change Adaptation and Sustainability at the 38th Arab Institute of Business Leaders' Conference

During the 38th edition of the Arab Institute of Business Leaders' (IACE) conference, held in Sousse from December 5 to 7, 2024, Epsy Campbell Barr, former Vice President of Costa Rica (2018-2022), delivered a keynote speech titled "Adapting to Geopolitical Changes: Challenges and Opportunities." Her address shed light on how Costa Rica has positioned itself as a global leader in climate change adaptation and sustainability, while navigating current geopolitical challenges.

Costa Rica stands out for its unwavering commitment to sustainability and the responsible use of natural resources. One of the most emblematic examples of this strategy is electricity production, with 99% of consumed energy coming from renewable sources. This ecological approach is reinforced by environmental protection, with approximately 25% of the national territory dedicated to conservation through national parks and natural reserves.

Another major aspect of this strategy is the "payment for ecological services" program, which incentivizes citizens to protect forests by offering them compensation. This innovative mechanism has not only contributed to preserving ecosystems but also created economic value for local communities.

Notable initiatives in Costa Rica include the implementation of a national decarbonization plan to reduce dependence on fossil fuels, particularly in the transportation sector. The country has established laws to promote the purchase of electric vehicles, with the ambitious goal of becoming a fully decarbonized economy within 45 years.

Epsy Campbell Barr emphasized that this long-term vision requires close collaboration between the government, private sector, and civil society, each playing a crucial role in achieving climate goals. Technology plays a central role in this transition, particularly through innovative solutions such as precision agriculture, drone-based climate monitoring, water resource management, and climate data tracking.

In a constantly evolving geopolitical context, Costa Rica has understood the importance of public-private partnerships to stimulate investment and innovation. Epsy Campbell Barr explained that institutions like Procomer play a crucial role in supporting local businesses in accessing international markets, while promoting innovation and training. These initiatives enable Costa Rican companies to position themselves as leaders in technology and sustainability, attracting international investors.

She also stressed the need for a balanced approach between economic growth, environmental sustainability, and social inclusion. As a business, it is essential to focus on sustainable growth while empowering women and actively engaging in environmental protection.

An Optimistic Vision for Global Change

In a world marked by increasing geopolitical tensions and protectionism, Costa Rica has leveraged its strengths to position itself as a model of adaptability. The combination of an ambitious decarbonization strategy, strong technological innovation, and community engagement opens up new opportunities for the country, as well as for other nations seeking to follow this path.

Epsy Campbell Barr concluded her speech by emphasizing the importance of long-term vision and international cooperation to address current global challenges, while preserving resources for future generations. "Pura Vida" – a Costa Rican expression meaning "pure life" – perfectly captures the mindset of a country that, despite its small size, has managed to turn its challenges into opportunities.
