Tunisian Government Approves 13th Replenishment of International Fund for Agricultural Development (IFAD)

The Finance Committee of the Tunisian Parliament approved, on Thursday, July 17, 2025, a bill authorizing the State to subscribe to the 13th replenishment of the International Fund for Agricultural Development (IFAD) for the period 2025-2027.

Tunisia's contribution will increase from $1 million to $1.25 million. This increase aims to strengthen access to grants, technical assistance, and concessional loans, with a repayment period of up to 25 years and a grace period of 8 years.

IFAD finances agricultural and rural projects targeting low-income populations. Tunisia has been collaborating with this fund since 1980, with a cumulative amount of $215 million, which has enabled the implementation of 14 projects, including some in Siliana, Tataouine, and Kébili.

The Ministry of Agriculture indicated that 65 projects have been funded through international cooperation, with 31% related to integrated agricultural development. Ongoing projects include a program in Kairouan (€20.75 million loan and €0.63 million grant) and a project in the Northwest ( $30 million), benefiting 1,937 families in 15 delegations.

Members of Parliament requested clarification on the amounts of previous subscriptions, applicable rates, project governance, and selection criteria. They also mentioned unrealized projects, particularly in the area of potable water.

Representatives from the ministries explained that the amounts are determined every ten years as part of IFAD's investment plan. Projects are chosen based on development priorities defined by the ministries, accompanied by feasibility studies. Regular reports ensure monitoring, but the lack of personnel in regions leads to the use of consulting firms.
