48% of Tunisian Ministries Fail to Publish Budgets on Official Websites, Raising Transparency Concerns

A staggering 48% of Tunisian ministries do not publish their budgets on their official websites, sparking concerns about their transparency. According to the fundamental law n° 22 of 2016, these structures are required to make their detailed budgets accessible to the public on a regular basis and in a usable format. This is revealed by a study conducted by the Tunisian E-Governance Society.

This can be attributed to the decline in engagement rates of Tunisian ministries on their official websites, which dropped from 19% in 2023 to 31% in 2024.

This decline is largely due to the regression in engagement of certain ministries, including the Ministries of Foreign Affairs, Industry, Mines, and Energy, and Cultural Affairs, with respective engagement rates of 24%, 17%, and 16%.

On the other hand, engagement rates have increased in certain institutions, rising from 75% to 79% between 2023 and 2024, primarily due to improvements recorded by the Ministries of Religious Affairs and Environment, with 12% each, followed closely by the Ministry of Employment and Vocational Training, which saw an 11% increase.

It is worth noting that most ministries display a moderate engagement rate, ranging from 40% to 69%.
