Digitalization of Foreign Exchange Operations in Tunisia
The Central Bank of Tunisia (BCT) published a new circular (n°2025-12) on October 9, 2025, introducing a digital system for the submission and processing of foreign exchange authorization requests. This initiative is part of the institution's strategy to modernize and digitize administrative procedures.
Key Features of the New System
- Individuals and businesses can now submit their authorization requests directly online via the secure platform https://exop.bct.gov.tn.
- Corresponding decisions will be notified electronically, in the form of certified documents containing a QR code validated by the National Electronic Certification Agency (TunTrust), ensuring their authenticity.
- The BCT will issue two types of authorizations:
- Authorization for foreign exchange operations that do not require fund transfers abroad.
- Transfer authorization for operations involving the sending of funds from Tunisia or for the benefit of non-residents.
- Each transfer authorization will be valid for two months from its issuance date. If not used, it will be considered null and void after this period.
Transition to Digital Platform
The BCT will implement this digital transition gradually. Until December 31, 2025, applicants can still submit their files through traditional channels, either at the BCT's central office, regional branches, or via the data exchange system (SED) for approved intermediaries. After this date, all requests must be submitted exclusively online.
Objectives of the Reform
With this reform, the BCT replaces old provisions, including those from circular n°72-56 of August 7, 1972. The institution aims to:
- Simplify administrative procedures
- Strengthen transparency
- Improve the traceability of foreign exchange operations in Tunisia
This move towards digitalization is expected to enhance the efficiency and security of foreign exchange transactions in the country.
