IFC Appoints David Tinel as New Regional Representative for the Maghreb

IFC has appointed David Tinel as its new regional representative for the Maghreb. In his new role, Mr. Tinel will lead IFC's strategy in the region to promote a resilient, inclusive, and sustainable private sector growth, and stimulate job creation. With over 25 years of international experience in project finance and investment banking, both in the private sector and at IFC, Mr. Tinel is well-equipped to drive IFC's efforts in the region.

Based in Rabat, Mr. Tinel will oversee IFC's efforts to promote private sector reforms and catalyze innovative projects, driving market development in Algeria, Libya, Morocco, and Tunisia. He will also manage key relationships with clients, partners, and governments.

A French national with extensive experience in finance and development in Latin America, the United States, and Europe, Mr. Tinel previously served as an advisor to IFC's Regional Vice President for Latin America, the Caribbean, and Europe. He will assume his new role on July 1, 2024.

"David has a strong track record of management and is familiar with Africa and its strategic sectors. His leadership will strengthen IFC's work in the Maghreb."

"My goal will be to work closely with colleagues from the World Bank Group, development partners, and public and private sector stakeholders in the region, particularly in areas such as infrastructure, climate action, agribusiness, gender equality, and access to finance for small businesses and start-ups."

Mr. Tinel joined IFC in 2005 as a senior investment officer. In 2011, he moved to IFC's Africa Infrastructure Department. From 2016 to 2023, he served as IFC's regional representative for Argentina, Chile, Paraguay, and Uruguay, based in Buenos Aires. Under his leadership, IFC invested over $5 billion in the sub-region during those years.

Before joining IFC, Mr. Tinel held the position of Vice President – Leverage & Project Finance at BNP Paribas in Paris and New York from 1998 to 2005. He holds a degree in engineering from the École nationale des Ponts et Chaussées in France.

For over 60 years, IFC has worked with public and private sector partners to support small businesses, manufacturing and agribusiness, infrastructure, and the financial sector across the Maghreb. Over the past three fiscal years, IFC has invested and mobilized $1.5 billion in the Maghreb to promote sustainable economic development in the region.
