With a score of 2.12, Tunisia secures the 10th position in the 2026 African AI Governance Index (AAGI). The index evaluates all 55 African Union member states across eight strategic pillars and 80 key indicators, spanning public policy frameworks, ethical guidelines, digital infrastructure, and talent development.

Tunisia stands out as one of the few African nations with a formal national AI strategy, earning a policy maturity score of 75 out of 100—a metric calculated separately from the overall index ranking. On the education and research front, the country offers six dedicated degree programs in AI and machine learning, graduates approximately 20,000 STEM professionals annually, and boasts nearly 900 scientific publications (h-index: 25). The domestic ecosystem also includes roughly 3,000 specialized developers and 25 identified AI startups.

Financial Constraints & Talent Retention Challenges

Despite these structural strengths, financial resources remain constrained. R&D investment stands at just 0.6% of GDP, with AI-specific grants totaling around $8 million. Notably, the index flags Tunisia’s risk of brain drain as “critical,” scoring 63 out of 100 and marking the country’s most significant vulnerability in the ranking.

At the top of the continental leaderboard, Rwanda leads with a score of 3.25, followed by Nigeria (2.81) and Benin (2.58). Morocco holds the 5th position with a score of 2.38.

Bridging the Strategy-to-Execution Gap

For investors and project developers, the gap between policy and implementation presents the greatest opportunity for value creation. Key leverage points include:

  • Incubating and scaling the 25 registered AI startups
