Mandatory Implementation of Fingerprint Attendance Control System in Public Administrations
The launch of a fingerprint attendance control system is now mandatory in all public administrations. In a statement dated October 23, 2025, addressed to ministers, central directors, and public establishments, it is requested to initiate the procurement and installation procedures for biometric attendance equipment at the central and regional headquarters of ministries, public institutions, governorates, delegations, and municipalities.

The text specifies that the installation of devices must be done in "easily accessible" locations, maintained in good working condition through regular monitoring, and continuously supervised.
Reporting Requirements
It is also requested that officials establish a monthly report, to be transmitted to the general directorate of common services to the presidency of the government, which includes:
- A table of monthly absences extracted from the biometric system, signed by the concerned minister
- Copies of decisions on unjustified absences, if applicable
- Administrative and disciplinary measures taken
The statement emphasizes that fingerprint attendance does not exempt officials from personally ensuring the effective presence of their staff at the workplace and during working hours.
