National Council of Medical Doctors Expresses Concerns Over Electronic Invoicing

The National Council of Medical Doctors (CNOM) has expressed its deepest concerns regarding the widespread implementation of electronic invoicing in the medical sector, as imposed by the recent common note n°2 of 2026.

In its statement on January 26, 2026, the Council highlights several critical areas of concern:

  • Threat to Medical Confidentiality: How can we ensure that highly sensitive health data does not leak through digital platforms? This is the central question worrying medical practitioners.
  • Brutal Implementation: The rollout is deemed too abrupt, disregarding the daily realities of medical offices and clinics. Between administrative complexity and coercive measures, the Council fears a devastating effect: discouraging young doctors and prompting early retirement among older practitioners. This could lead to a real risk of medical deserts.

Call for Dialogue

The Medical Council is not opposed to tax transparency but demands an immediate suspension of the measure. The objective is clear: to sit down and build a system that respects medical ethics.

  • "We must reconcile administrative reform with professional ethics without sacrificing citizens' right to care." — Position of the CNOM. The Council is willing to collaborate with authorities to find realistic solutions, moving away from the current rush, to preserve the stability of a healthcare system already under pressure.
