Electronic Invoicing System to be Implemented in Tunisia's Ministry of Finance

The Minister of Communication Technologies, Sofiene Hemissi, announced on Friday the upcoming generalization of the electronic invoicing system within the Ministry of Finance, as reported by the TAP agency. The effective launch of the operation registration system is scheduled for the third quarter of 2026.

Objective and Context

This initiative reflects a desire to strengthen tax transparency and establish genuine tax justice. According to the same source, "the project is an essential part of a national digital transformation program, which includes nearly 192 projects across all ministries and state structures," said the minister. Among these, 121 projects are currently being implemented and 20 have been completed in the first quarter of 2026.

Other Digitalization Projects

In addition to electronic invoicing, the Ministry of Finance is also working on:

  • Generalizing the electronic tax stamp
  • Implementing remote payment of the circulation tax
  • Setting up an online tax identifier

These measures aim to facilitate procedures for citizens and businesses while modernizing the Tunisian tax administration.
