Drone Delivery Gains Traction in Africa, Expanding Beyond Healthcare
Drone delivery is gaining significant momentum across Africa, moving beyond its initial focus on the healthcare sector. In Côte d’Ivoire, the government has taken a major step forward by validating a public-private partnership with U.S.-based Zipline. This agreement focuses on deploying a network of 10 medical product storage and distribution centers.
A Two-Phase Medical Logistics Initiative
Signed in December 2025, the project will be rolled out in two distinct phases. The first phase includes a pilot center in Daloa and three additional sites in Biankouma, San Pedro, and Kouto. A second phase will add six more centers across various regions, including the Abidjan district.
This infrastructure is designed to facilitate the rapid transport of blood products and medical supplies to hard-to-reach facilities. The funding model combines a U.S. grant for infrastructure development with the Ivorian state covering service costs. This initiative exemplifies a growing model across several African nations: utilizing drones to quickly transport small quantities of goods when ground transport is too slow, difficult, or costly.
The Next Frontier: Commercial Parcel Delivery
The next major market for drone logistics is likely to be commercial parcel delivery. Zipline had already partnered with e-commerce giant Jumia in 2022 to test drone delivery of online orders. Trials were conducted in Ghana, with the goal of expanding the service to Côte d’Ivoire and Nigeria.
The technology is particularly valuable for the "last mile," which remains a critical bottleneck in African supply chains. Challenging road conditions, urban congestion, and dispersed customer bases can make certain deliveries prohibitively expensive. In this context, drones serve as a complement to ground transport rather than a replacement.
The potential market size is substantial. According to Mobility Foresights, drone parcel delivery in Africa is projected to grow from $280 million in 2025 to $1.62 billion by 2031, representing a compound annual growth rate (CAGR) of 33.4%. These projections are driven primarily by the rise of e-commerce and increasing demand for efficient last-mile delivery solutions.
Navigating Constraints and Regulatory Hurdles
Despite its promise, the commercial development of drone logistics faces several constraints. Payload capacity limits the utility of drones for heavy goods, while adverse weather conditions can disrupt operations. Additionally, significant investments are required in hardware, infrastructure, software, and maintenance.
Regulation remains a major challenge, particularly for Beyond Visual Line of Sight (BVLOS) flights. The International Civil Aviation Organization (ICAO) is establishing specific requirements regarding safety, authorization, and airspace management.
A Complementary Role in Logistics
The most credible scenario is not the replacement of trucks or motorcycles by drones, but rather a symbiotic relationship. Ground transport will continue to handle high-volume shipments, while drones will address urgent, hard-to-reach, or time-sensitive routes.
For logistics operators and e-commerce players, the key challenge is identifying where drone technology offers a genuine economic advantage. In Africa, drones are gradually evolving from specialized tools into a complementary link in the broader logistics chain.
