Good News for Small Cattle Breeders: Exceptional Subsidy of 10 Million Dinars in 2025

Article 32 of the 2025 Finance Law contains good news for small cattle breeders. The government has allocated an exceptional subsidy of 10 million dinars in 2025 through the Competitiveness Development Fund for the Agriculture and Maritime Fishing Sector. This measure aims to strengthen the equity of small cattle breeders and enable them to obtain bank loans to acquire productive pregnant heifers from approved centers. The subsidy is divided into two tranches of 5 million dinars each, covering different initiatives to support the cattle sector.

First Tranche: Financing Personal Contributions and Interest-Free Loans

The first tranche finances the personal contributions of breeders to access bank loans, with the state covering the total interest, provided that the interest rate does not exceed the monetary market rate plus 2%. These loans will enable the purchase of purebred, local, or imported heifers to rebuild herds between 2025 and 2028. Furthermore, the importation of heifers and calves intended for small breeders will be exempt from customs duties and taxes until the end of 2028, subject to obtaining prior authorization and respecting strict commitments.

Second Tranche: Progressive Premium for Cattle Breeding

The second tranche is dedicated to a progressive premium of 1,000 dinars per heifer to encourage their breeding. This premium is paid in several stages: 200 dinars at the birth of an identified female, 300 dinars at one year old, 200 dinars at the first insemination, and 300 dinars at the first calving. Beneficiary breeders must sign a commitment not to sell the animals for five years and inform the authorities at each stage to receive the premiums. Any infringement will result in the repayment of the received amounts.
