Ministerial Council Meeting Discusses 2026 Budget Bill
A ministerial council meeting was held on Tuesday, September 23, 2025, at the Government Palace in Kasbah, under the chairmanship of Head of Government, Sarra Zaafrani Zenzri. The meeting focused on examining the 2026 budget bill (provisions and budget).
Introduction
In her opening remarks, the Head of Government emphasized that this project represents a central instrument for translating the country's national choices and concretizing the constitutional principles related to the right to equitable development between regions. She stressed the need for the text to reflect the aspirations of various social categories while ensuring a balance between the state's social role and support for economic growth.
Presentation of the Budget Bill
The Minister of Finance presented a detailed report outlining the main orientations of the project, which are structured around three key axes:
- Strengthening the Social State: This includes reducing tax pressure on individuals, supporting public health and food security, creating jobs, regularizing administrative situations, and progressively integrating informal sector workers.
- Supporting Businesses and Investment: This axis focuses on implementing the 2026-2030 development plan, promoting regional projects, accelerating public programs, enhancing national production, supporting tourism and digitalization, and encouraging investments in renewable energy.
- Reforming the Tax System and Combating Evasion: This involves digitalizing tax services, integrating the parallel sector, and strengthening the state's own resources.
Recommendations
The council recommended finalizing the definitive version of the 2026 budget bill to submit it to the Council of Ministers, before sending it to Parliament and the National Council of Regions and Districts for adoption.
