Introduction to the Contract for Introduction to Professional Life (CIVP)

The procedure for the Contract for Introduction to Professional Life (CIVP) has been simplified with the introduction of a digital platform by the National Agency for Employment and Independent Work (Aneti). This platform allows companies to create a request for a CIVP contract, which is then confirmed by the candidate and validated by the Employment Office. Understanding these steps is essential for young graduates and companies to avoid delays and incomplete files.

How the CIVP Contract Works

The process begins with the host company creating a request for a CIVP contract on the Aneti platform, providing the candidate's information. The system then sends a notification to the candidate, who must access their personal space and confirm the request. The file is then transmitted to the competent Employment and Independent Work Office (Beti) for processing. This online procedure is being gradually deployed across the country, currently covering 48 employment offices, including Charguia, Ariana, Sfax, and Sousse.

Eligibility Criteria for the CIVP Contract

The CIVP contract is one of the main public devices designed to facilitate access to the labor market for young people. It is primarily aimed at first-time job seekers of Tunisian nationality holding a higher education degree or a higher technician certificate (BTS) approved by the relevant authorities. The concept of a first-time job seeker is subject to specific criteria, including not having exercised a continuous professional activity for more than 24 months after obtaining their last degree or a discontinuous activity exceeding 36 months.

Benefits of the CIVP Contract

The CIVP contract is concluded for a period of 12 months, with the possibility of extension or a second contract in another company, provided that the total duration does not exceed 2 years. The device is based on a sharing of financial effort between the State and the company. Aneti pays a monthly allowance of 200 dinars to higher education graduates and BTS holders, and 150 dinars for other levels. People with disabilities receive an additional 50 dinars per month. The host company must pay a complementary allowance of at least these amounts.

Additional Benefits of the CIVP Contract

In addition to the monthly allowance, CIVP beneficiaries also receive social coverage for the entire duration of the contract and complementary training that can reach 400 hours if necessary. The device also provides an advantage for companies that recruit their trainees on a permanent basis. When a graduate who has completed a CIVP is hired on a permanent contract, the State may take charge of the employer's contribution to the legal social security system for two years, within certain limits.

Conditions for Companies to Continue Hosting CIVP Beneficiaries

Companies cannot multiply CIVP contracts without results in terms of employment. To continue hosting new trainees, they must have recruited at least half of the beneficiaries who completed their internship in the previous three years. If not, they will have to wait a year before being able to submit a new request. This measure aims to encourage companies to recruit CIVP beneficiaries on a permanent basis, thereby facilitating their integration into the labor market.
