Central Bank of Tunisia Introduces New Electronic Platform for Check Payments

The Central Bank of Tunisia (BCT) has introduced a new circular (No. 2025-03) to regulate the use of the Unique Electronic Check Platform. This platform aims to secure check payments and reduce the risk of fraud.

With this system, it will be possible to consult information on bank accounts and verify the availability of funds in real-time. The objective is to improve the traceability of transactions, strengthen user confidence, and expand access to financial services.

All banks and the National Post Office will be required to use this platform. To access it, they must meet certain technical conditions and accept a regulatory framework defined by the BCT. Note that the list of participating institutions will be regularly updated.

Individuals and businesses will be able to create an account linked to their bank or postal accounts. Registration is free and requires acceptance of the terms of use. Among the available services are online verification of funds before cashing a check, detection of prohibited or opposed checks, and sending notifications in case of rejection or prohibition of check use.

The platform manager must ensure a high level of security and guarantee continuous service availability (24/7). An incident management plan will be put in place to prevent fraud and ensure system reliability. In case of a problem or suspicion of fraud, the BCT and concerned banks will be immediately alerted. A complaint service will also allow users to report any disputes.

With this initiative, the Central Bank of Tunisia is modernizing the banking system by limiting checks without provision and strengthening payment security. This measure also facilitates access to financial services for a larger number of Tunisians.
