Workshop on Establishing a Legal Framework for Article 6 of the Paris Agreement

In the context of implementing Article 6 of the Paris Agreement, a workshop was organized on Thursday, December 25, by the National Climate Change Coordination Unit at the Ministry of Environment, in collaboration with the United Nations Development Programme (UNDP), to study the establishment of a legal framework for the governance of this article.

Recap: Article 6 of the Paris Agreement

Article 6 of the Paris Agreement allows countries to voluntarily cooperate to achieve their nationally determined contribution (NDC) emission reduction targets. Each country can transfer carbon credits obtained through greenhouse gas emission reductions to help other countries meet their climate commitments. Several mechanisms, market-based or non-market-based, can facilitate this cooperation.

Workshop Objectives

The workshop aimed to discuss and explore different strategies and international standards, respecting the principles of transparency and environmental security. The participants worked on laying the groundwork for a national modality for obtaining authorization and establishing a tracking and surveillance program, as well as standards for selecting priority projects in a transparent manner.

It was emphasized that the existence of a national legal framework would strengthen investor confidence, facilitate access to financing and credits for environmental protection, and revitalize the economy.

By establishing a clear legal framework, countries can create an enabling environment for climate action, attract investments, and promote sustainable development.
