Assembly of People's Representatives Postpones Budget Adoption Session

The Assembly of People's Representatives (ARP) has decided to postpone the plenary session dedicated to adopting the 2021 state budget closure project to Thursday, July 10.

During the plenary session held on Tuesday, July 8, 2025, Finance Minister Mechket Slama Khaldi emphasized that the finance bill project should be a participatory project, based on consultation and coordination between different state institutions.

Defining Objectives and Improving Governance

The minister highlighted the importance of defining the desired objectives of the project to ensure the effectiveness of the procedures included, while respecting the overall financial balances. She also stressed that digitization represents a strategic and effective option to support surveillance and facilitate procedures, within the framework of improving performance and strengthening governance.

Improving Communication and Coordination

The minister underscored the need to improve communication and coordination between legislative and executive functions, particularly regarding the exchange of files and data related to national institutions. She also estimated that adopting double-entry accounting would allow the ministry to reduce the time required to close budgets.

Preparing the 2026 Finance Bill

The minister explained that preparing the 2026 finance bill will be consistent with the new development plan being elaborated at local, regional, and central levels, ensuring realistic estimates and consistent priorities.

Relying on Internal Resources

The minister explained that the weakness of external resources forces the state to rely on internal resources, including the collection and revenue from national wealth such as oil and phosphates. She added that increasing tax revenues is a practice applied globally in such contexts.

Integrating Informal Sector Institutions

The minister confirmed that the ministry is currently working on an inventory of active institutions in the informal sector, with the aim of gradually integrating them into the formal economy and subjecting them to a flexible tax system adapted to the nature of their activities.

Publishing Regulatory Decrees

The minister declared that certain regulatory decrees necessary to activate the procedures contained in the finance bill are ready and will be published soon. She added that the ministry continues to work on resolving operational fragilities gradually, according to a gradual vision in line with the state's directions.

Effective Implementation of Laws

The minister explained that each legal text published in the official journal becomes effective without requiring additional arrangements, reflecting the state's willingness to implement effectively, clarify concepts, and define responsibilities.

Tax Amnesty and Penal Reconciliation

The minister explained that the tax amnesty has been extended for six months and excludes no category of concerned parties. She highlighted that the deadlines have been extended to benefit certain cases that have submitted motivated requests and proven their inability to pay the required amounts within the initial deadlines.

Regarding the penal reconciliation file, the minister confirmed that this file is no longer within her direct scope of action since taking office as head of the Ministry of Finance.
