Parliamentary Committees Approve General Amnesty for Bounced Checks
During a joint session held on Monday at the Bardo Palace, the parliamentary committees on general legislation, internal regulations, parliamentary laws, electoral laws, and electoral functions approved Bill No. 2025-08 on general amnesty for bounced checks.
Initially, the text provided for an amnesty for checks with an amount of up to 5,000 dinars, in accordance with Law No. 2024-41 of August 2, 2024. However, an amendment was proposed to Article 1 to extend this measure to all issuers of bounced checks, without any amount limit.
Proponents of this extension argued that it would have a positive impact on the reintegration of offenders into the economy, debt regularization, and creditor protection through civil recourse, while also helping to unclog the courts.
On the other hand, some deputies believed that the provisions of Law No. 2024-41 were sufficient, while others expressed reservations about equality between creditors and potential risks for small and medium-sized enterprises.
After the debates, Articles 2 and 3 were maintained without modification, and the bill was adopted with the modification of its first article.
