Central Bank of Tunisia Issues New Circular for Pilgrimage Allocation
The Central Bank of Tunisia (BCT) has published a new circular (No. 2025-05) outlining the terms and conditions for the distribution of the tourist allocation for Tunisian pilgrims traveling to Saudi Arabia for the 1446 Hijri pilgrimage season, corresponding to 2025. This allocation will be available starting from February 25, 2025, through dedicated counters set up for the organization of pilgrims' trips.
According to the provisions of this circular, Authorized Intermediaries, namely banks and financial institutions, will use their available balances to provide the necessary amounts in Saudi riyals. They may also obtain foreign currencies from the Central Bank of Tunisia's branches. The exchange rates applied for the sale of currencies will be determined by each financial institution and must be clearly and visibly displayed for the public.
An exception has also been made regarding the exportation of currencies. Contrary to the rules established by Circular No. 2016-10 of December 30, 2016, the authorization for the exportation of banknotes as part of the tourist allocation will be valid for a maximum period of four months. This will only concern pilgrims listed on official lists, as well as members of the Tunisian mission designated to accompany them.
Finally, Authorized Intermediaries must provide the Central Bank of Tunisia with a daily detailed report on the distribution of tourist allocations. This report must be submitted in duplicate, in accordance with the model annexed to the circular.
This measure aims to regulate the distribution of currencies intended for pilgrims and ensure better organization of financial transactions related to the 2025 pilgrimage season.
