Tunisian Administration Regulates Public Agents' Involvement in Professional Training

The Tunisian administration brings together some of the country's best skills in all fields, making it natural for training firms to call upon them to lead actions and provide essential expertise in an economy where everything goes through administration. To frame these interventions, the Ministry of Employment and Professional Training and the Tunisian Agency for Professional Training have provided clarifications regarding the implementation of professional training activities by public agents.

Regulations for Public Agents

The concerned agent must imperatively obtain prior written authorization from their general director or authorized representative before engaging in such an activity. The issued authorization is only valid for a single action. The request must be submitted at least 15 days before the scheduled date, accompanied by all information related to the training agent, the beneficiary company, the effective hourly volume, as well as the start and end dates of the activity. The authorized hourly volume is limited to 4 hours per week, outside of working hours. Furthermore, this activity must not in any way harm the interests of the administration or use the human or material resources of the public administration, unless express authorization is granted by the general director if it serves the interest of the service.

Impact and Concerns

These measures should bring order to a sector that sometimes suffers from a gap between supply and an increasingly specific demand. However, the limitation to four hours per week seems very restrictive and could, in practice, encourage circumvention. Indeed, what serious training action can be conceived on a half-day per week? A monthly ceiling logic, of 16 to 20 hours, would be more consistent with the reality of training cycles and sector practices, while maintaining strict control over the involvement of public agents.
